Abstract
U.S. has intervened militarily in Panama long. The creation of treaty puts an end to colonialism and their military presence. Noriega was the president of Panama and then prisoner of war in Miami. Balladares tried to create a Multi-Drug Center in the U.S. without success. Debate of the 1999 elections.
